As part of an ongoing series with local officials during this crisis, we check in with Winchester Mayor David Smith…  Governor Northam warns lawmakers to expect changes to the state budget when they return to Richmond later this month, and he also moves to push back congressional primaries…  Is the pandemic hitting African-Americans harder in Virginia?  Probably, but unfortunately we don’t have all the numbers….
